    it was
    discriminatory and unconstitutional. The Eighth Circuit acknowledged

    American voters may be disenfranchised but found that the lower court’s injunction was too broad. Disappointingly, this week’s order from the

    Circuit again allows North Dakota to continue using the discriminatory
