The Ubuntu mailing list just announced that the partner repository is
maybe being deprecated and completely removed in the upcoming 22.04
release of Ubuntu.

This repository is intended for proprietary third party applications
like Adobe Flash or IBM Java. The last time it contained applications
is 20.04 with Adobe Flash that is abandoned since the end of 2020.
The repository wasn't enabled by default in Ubuntu, it was commented
out in sources.list.
