I'll take issue with only one statement: "The Commission's contention
that the use of a four-power scope was "a substantial aid to rapid,
accurate firing" may have been true for the typical 4x power scope,
    but not this one."

Using a scope versus using iron sights is **NEVER** an aid WHATSOEVER
to rapid firing. (let alone a "substantial" aid!!)

Even when firing at a stationary target, a scope slows you down, even
though it *IS* a substantial aid for accuracy.

No-one who has ever fired competitively using both iron sights and
scope would disagree with this. It's actually simple physics. A
scope narrows your field of view dramatically.

The WC's assertion was a flat lie. (And not a *SINGLE* believer will
    publicly acknowledge this...)

Oh, and another comment about the weather - wind & rain would be the
only factors that would affect the firing range - and we simply don't
shoot in the rain. But wind would definitely affect it. But the wind
at 6am isn't the same as at 9am... or later. There simply isn't any
wind when the Marine Corps begins range firing.
