Governments don't lie; people lie. As Madison said when arguing for the checks and balances in the Constitution "Men are not angels." When people get power in government they lie for their own interest, to protect their power or position. So we have
these checks - an independent judiciary, a Congress, limits on terms office/elections, et cetera. And limits outside of government like a free press. Power in government is splintered, separated, limited, monitored. There simply is no such thing as "the
government" with the definite article "the."
The argument by conspiracy people that all of these elements - the various agencies in government, from the different branches of government, multiple Congresses, multiple news media outlets, reporters and historians and others - either murdered JFK or
have covered it up for 60 years is silly preposterous.
What is really remarkable is that they think the same government that exposed the lies that they cite also covered up for the murder of JFK. We learned about the lies from the government, from Congressional investigations, from the media. But these same
groups have covered up the murder of JFK. For what benefit?

Why should he be left out. The universe of CT suspects is quite large.

There is no evidence anybody other than Oswald took part in the assassination. Everyone is
free to speculate there were others, but without evidence, their suspicions lack credibility.
