Best is to just pin a folder containing your program shortcuts to the taskbar.

Then you can organize that folder of shortcuts as you wish, and they won't
be messed with by Microsoft. That folder can be hierarchical if you like.

This taskbar pinned folder of shortcuts has existed since WinXP days.
But it no longer works on Windows 11 for reasons known only to Microsoft.

Wow, thank you for the quick answer! Ugh, W11 removed this? Annoying. :(

Just to be clear, you do that with the Windows 10 taskbar toolbar menu. Rightclick on the taskbar > Toolbars > New toolbar > pick your folder

This creates a perfectly hierarchical accordion style menu just like
Windows XP had which will pull out when you need it (and which you can
compress on the taskbar so that only the name "Start" shows up there).

It's amazing that Microsoft removed this accordion menu feature in Windows
11, where they probably want to force people to use their alphabet menu.

Another way to make your life easier is to periodically make a copy of '%appdata%\Microsoft\Windows\Start Menu' (which is for the individual user)
and '%programdata%\Microsoft\Windows\Start Menu' (which is for everyone).

Then, when they get changed, instead of re-arranging Microsoft's mess,
you just overwrite the current folder with those backup preserved copies.

Or, even better, just copy those two folders to a new folder and then pin
that personalized customized start menu folder to the Windows 10 taskbar?

As I said, it's too bad Microsoft removed pinned cascade menus from Win11.

It's just a folder so whatever you name the folder will be the name in the taskbar. You can also cascade out the menu a bit and then right click on
any subfolders (in the menu that accordions outward) and "Open" from there.

It's not obvious to newbies that you can "compress" the toolbar menu to
just the name, so that the only thing you see is the name of the toolbar instead of always all the entries inside the toolbar on the taskbar.

For example, if you called the folder "Programs", you can compress the
pinned toolbar so that just "Programs" shows up on the taskbar. It won't accordion out unless you left click on that "Programs" toolbar, and then
you can keep cascading for as deep as your folder tree takes you until you arrive at the final destination of a shortcut, which, when click, opens up whatever TARGET that shortcut was pointing to (usually starting a program).

Let us know how it works out for you. Take a screenshot so people can see.

I understand why you have two "Programs" accordion-style toolbars, one for '%appdata%\Microsoft\Windows\Start Menu' (which is for the individual user)
and '%programdata%\Microsoft\Windows\Start Menu' (which is for everyone),
but I'd suggest you merge them into a single toolbar to preserve space.

That's how Microsoft does it when it's being used as the alphabetical menu.

If you don't know already, you can get to those two locations using the
Windows key and then pressing the "r" key to bring up the runbox.

    Windows+r > %appdata%\Microsoft\Windows\Start Menu\Programs
    Windows+r > %programdata%\Microsoft\Windows\Start Menu\Programs

I can't think of any good reason to keep them separate and the reason I
suggest for merging them is that toolbar space is already at a premium.

The great thing about taskbar toolbar menus are that Microsoft never messes with them, and no program you add will mess with them so you can clean them
up and organize them as you wish - and they'll always stay that way.

Let us know how it works out & screenshot the results when you're done.

If you log into the Feedback Hub, and make a report, on some
occasions a long upload occurs, and the mothership gets info
for doing debug (on their end). I usually leave the machine
running and walk away while this happens. I can turn off the
machine, once all network activity ceases, which could be an
hour later (I have poor upload speeds...).

In this case, they will want at a minimum, the .dmp file from
    the crashed software.

You can include URLs of your pictures if you want. Even if they
don't load them, the staff may notice you also reported via the
    Answers forum.

The Answers Forum does not guarantee a developer sees your plea.
The answerer does not have to lift a finger, except to give
a "turn it off, turn it on" kind of answer. Whereas the Feedback Hub,
you will never know whether anyone who mattered read it, but it
may work for you. This is an indirect path in a sense, and you may see
a bug fix in three or four months (hopefully, before end of support).
The Feedback Hub is intended for developers to look at stuff,
and sometimes an item needs "up-votes" to get a response. However,
    a "STATUS_STACK_BUFFER_OVERRUN" , that is a great error number
to raise your priority in queue. Because that means your "problem"
could be used for stack smashing, by a Black Hat. They will want
to fix that! :-) See what difference an error number makes ?
A 0xC0000005 would not get you the time of day (just a permissions problem).
An attempt to smash the stack, is more serious. It is a wonder
Windows Defender did not become involved.
