Using web.archive.org, I looked at cached copies of that web page. A
year ago (Aug 2, 2023), the page offered an update link, and a link to
the MCT (Media Creation Tool). The "More download options" link today
and a year ago are worthless as it does not present a list of prior builds/versions of Windows 10. Another year back, and the web page
looked the same: link to update, and link to MCT.
I haven't used the MCT for several years. I don't remember if it
retrieved whatever was the latest version of Windows, or if it offered a choice of older builds. Since 22H2 is the latest build, and that is
what you want, the MCT should provide you the means to get that build.

That describes how to make the web site think you are not using a web
client on Windows which then has the refreshed web page present a drop
down box of other choices. However, all you might see is what Microsoft
is currently supporting, not older and unsupported builds.

I didn't walk back farther than 2 years when I looked there. That link
goes back 8 years. Hiedoc has an ISO downloader, but I've never used it

This made me realize the DVD for Win10 install had an 1809 ISO on it (10.0.17763.1), so it's old. I'll run the MCT to get the 22H2 build (19045.4780).

The direct ISO download never did show if you logged into
the site with Windows. Logging in with Linux, it did show.

Microsoft supplies VMs with evaluation images of the Enterprise edition pre-installed for development purposes.
