What you're looking for is a keyboard remapping tool (search using that keywords). There are plenty of them. But some of them can only remap one key instead of key combination. So, you'll have to find one that can remap key combination and which you like.
If you have programming knowledge, you might want to try AutoHotkey. It's a pure scripting based keyboard remapping tool which is very customizable and powerful. There is no GUI.
Otherwise, you'll have to settle with a simplified tool which generally not very customizable and have limited capabilities. But most of them are GUI based.
