Want to move a PDF from XP to an iPad for reading.
First challenge is how to move it without iTunes or other
installed Apple crap. I have a USB cord but it only shows
me iPad photos folder and the iPad itself doesn't see the
connection. Is there an app to see the connection?

Second challenge is, once a PDF is on the iPad, there
seems to be no file system. How does one find and read
    that transferred file?

I thought Apple gave ever use 5GB of online storage similar to OneDrive
by Microsoft or Drive by Google. I forget what Dropbox gives for a free account. You could use the cloud app on your PC to access via a cloud
app on your iPad, and use the cloud storage for the .pdf file.

This may be even more farfetched than I thought. I found
an app called "quicktoss" that purports to move files. But
it said it requires IOS10. Apparently this iPad is IOS9 and
can't be updated. And the app store doesn't filter for apps
    that can actually be used.

I think the Windows laptop is going to be the solution here.
Every iPad possibility seems to be leading down a rabbit hole
of software, versions, compatibility, and so on. If I get the
PDF onto the iPad I still don't even know whether it could
    be accessed and read.

Yes, thanks, but I don't use Cloud and don't
especially want to. I could also possibly install
a program. Or it could be emailed.
But what I'd prefer is to move the file from a
PC and then find it on the iPad. I have the cable
to do it. But the iPad doesn't seem to see Windows,
there's no recognizable file system, and an app I
tried called "File Explorer" seems to be pretty much
    useless.

The second choice is to read the PDF on a Windows
laptop, but the preference was the iPad. I know they're
designed to be limited "consumption" devices but I'm
    surprised that I can't just copy a file over. What I haven't
tried is to put a USB stick on the other end of the cable,
but I'm not sure I have the male/female USB cord I'd need
for that. And I still don't know how I'd find it on the iPad.
The system itself seems to be locked out. The only
    screen icons are for apps.
