Using my laptop a while ago and I must have done something ---
I know not what---and suddenly by solid blue background was
replaced with a full screen natural coastline scene. I

Just format the hard disk and reinstall Windows ideally 10 but some
people of low intelligence will resort to using the same old boring version.

    Control Panels : Personalize

    https://i.postimg.cc/pV7dGxWj/control-panel-personalize.gif

The "picture" you select has to be the right size.
Too small and a regular picture would "tile" the screen.

However, in your case, this doesn't matter, because your
claimed picture is a solid blue with only one pixel value,
and when that is "tiled" to fill the screen, it will make
absolutely no difference :-) Kinda convenient if you ask me.

How do you find your "blue.bmp" picture that started
    all this ? I haven't a clue. Windows doesn't have image
content search. You could, in an emergency, even make
a 1x1 GIF of the right color, and ask the Personalize to
"tile" a million copies of that. That would be fun.

    1) Go to an unused part of your desktop and left click on it.
    2) Click on "Personalize"
    3) Go to the bottom of the personalization window and left click on
    "Desktop Background"
    4) Go to the "Picture location:" mini-window and down arrow to "Solid
    Colors"
    5) Find the color you wanted the background to be and left click on that
    color.
    6) Left click on "Save changes"

The desktop should now be the blank color you picked.
