I hate to ask this very basic and dumb question. Once you setup Mystic BBS and have it configured the way you want it to be. You load the server ( mis) and your up and running. How have you configured you network so that you can get incoming telnet calls? What other steps have you done to be online?
On linux I have to open or forward the ports 23, 24554 and any other needed ports in my router. In my router the option is called Forwarding.
I tell my router to forward those ports to my BBS machine.
On windows I think you will need to allow the ports also in your windows firewall.

I'd also add to that I would arrange some domain name that folks can telnet too that links to your IP address be that static or dynamic.
