    Howdy! All,

    I'm using Firefox ESR 52.9.0 (32-bit)
I am seeing this Pop Up at the top of the page soon after I start looking at
    a web page.

"Refresh the page for the changes to take effect."
with two buttons to the Right of the phrase that say:
    [Refresh now] [Refresh later]

I don't know if this is a "Feature" that Mozilla added recently to Firefox
or if its Malware on this XP pc box.

Is anyone else seeing this Pop Up?

Nope, try running FF with addons disabled in help tab and see if it goes
    away.

I don't but I'm refusing to upgrade the Thunderbird since every time I
have allowed Mozilla to upgrde it I have to go through all settings
because TB hasn't honored my own settings.
