This is my last attempt to figure this out.
Telnet port 23 is forwarded, I have also tried a different port number Router firewall is off
Windows 10 firewall is off
still pingable though

still unable to telnet into BBS filecabi.synchro.net
Any thing alse I can try to make this accessible to telnet?
The problems you're having have nothing to do with Synchronet. Whether its your ISP or your own network setup, it's not Synchronet specific. So perhaps asking of a more general audience (not *just* Synchronet sysops): How can I host a TCP/IP server on my Windows system? Might provide you with more pointers and clues.
Have you called your ISP to ask for assistance?
Have you called the manufacturer of your network gateway/router for assistance? --
