I cannot say about New York, but California has issues. If you travel to LA, for example, and only see the airport and the interstates, you might miss
it. If you get out and travel along the surface streets, you are eventually going to run into large encampments of people, many of whom are not at all careful with how they dispose of their refuse.
That last bit is important as it can lead to some serious public health threats, like the plague.
The areas in question are *mostly* those that tourists would not
frequent... not bad areas (aside from the encampments) but also not in
