Yes.. 4096 is the max *to* Telegram. But I've noticed that when we reply
to a message inside Telegram, most of the original message is quoted on its way back. I will do a little test.
I would say if you write a 4100 character message inside of Telegram, it would likely split when you send it, much like long SMS messages have usually done. I don't necessarily see it mattering much on the to Fido side, besides it likely already being split before it gets to that point by Telegram itself.
