Authorization for the Use of Military Force (AUMF)
Passed by the Congress after the events of 9-11, granting the
president the authority "to use all necessary and appropriate
force against those nations, organizations, or persons he
determines planned, authorized, committed, or aided, the terrorist
attacks that occurred on September 11, 2001, or harbored such
organizations or persons."
Please do feel free to read the entire text. It is quite a doozy.
What this means is that the Trump administration truly believes
(Trump is always right) Iran and al-Qaeda have been in cahoots before
or after the events of 9-11, then it (Trump himself) can claim war
with Iran already is authorized by the Congress.
Therefore, Trump can do whatever he wants, anytime wants, without
getting any permission from anybody to do it.
