See WCCONFIG | FTP SERVER | IP Tracking/Blocking Help and the various discussions in the AUP help.
Its part of the FTP (and soon POP3) IP tracking and blocking system.
Where FTP will track the login errors, and then BLOCK the IP address.
The block is added as a file semaphore in the IPTRACK folder. The
SERVER will auto delete it based on your expire time values. While the
file is there, the IP is blocked.
