I was unschooled enough to be meddling with the desktop settings.

These desktop settings arrived at through the right click and standard
    menu on the said desktop.
Through "Mouse Actions' I managed to disable the right click option to
select "Standard Menu" and along with that, access to the desktop
    settings itself.

The resultant half hour panic was at least educational.

It can be recovered by a right click on the Task Bar and select 'Edit
Panel". This will pop up a second menu containing the Desktop settings
access. "Configure Desktop and Wall paper"
And then reset "Right Mouse Click" to standard menu.

This is not contained in "System Settings"
